Hidalgo County, Texas residents also will pay a $10 surcharge for vehicle registrations to help finance the transportation loop.
The Rio Grande Valley appears to be the first Texas region planning to take advantage of a new state law that allows a portion of increased tax revenues spurred by development along a new highway to be used to pay off road construction bonds. That’s money not available for a county’s general-purpose use for 25 years, or whatever the life of the bond. But without development that new highways bring, those additional tax revenues would not be there at all.

A bill suggest to take 80 percent of what the state collects from a $2-a-day rental-car surcharge and allocate the money to Tampa Bay Area Regional Transportation Authority (TBARTA). The money - $71 million last year - now goes into the state’s transportation trust fund. That could mean an initial $14.5 million a year for TBARTA, created last year to build toll roads, rail lines and bus routes in a seven-county region between Citrus and Sarasota counties.

HOT Lanes are being evaluated in Los Angeles to in a proposal that would use federal dollars to convert 85 miles of existing car-pool lanes into HOT lanes.
